American Public Diplomacy and Islam Charlotte Beers,Under Secretary for Public Diplomacy and Rosetta Stone outlet Public Affairs Testimony before the Senate Foreign Relations Committee Washington, DC February 27, 2003 Thank you, Mr.Chairman, and distinguished members of the committee. Ithink you're going to find my remarks a bit of an echo,but I hope to draw upon some very recent experiences thathelp put context in the discussion that we've been havingabout public diplomacy and the Muslim world. Before youis a report on CD-ROM, and if you're not CD-ROM- friendly,there's a printed report as well of our activities in thelast year. You also have examples of booklets, and youhave a copy of the new communication plan for the Department's Visa program. September 11th gave us ahighly accelerated learning curve. I must tell you that,without the supplemental and the ability to redirect 2002funds, we could never have initiated these programs toMuslim audiences with whom, in the past, we've had almostno discourse.Our job is to both inform and engage. ButI must tell you, "inform" is really the first job. I'd say60 or 70 percent of the effort of our 800 people who are in the State Department in the U.S. is to explain andadvocate our policies. Around the world, then, we linkinto our embassy staffs, some 16,000, including publicdiplomacy officers. We reach them through web, throughe-mail, through cable, and our own American Embassytelevision channel. They can take our products andactivate them locally in ways that we in Washingtoncannot. In the last year, we entered totally newchannels of radio and television in the Middle East, SouthAsia, and East Asia. Our officials were on those channelsin record numbers as we discussed foreign policy issues andtheir context. We also had a number of op-ed piecesplaced, arranged personal interviews, and conducted agreat number of roundtables. Our Web-site languages andproducts now include Arabic, Farsi, Urdu, and Pashtu. Wealso have extremely able partners in this business ofgetting the word out through the Broadcasting Board ofGovernors [providing oversight and support for Voice ofAmerica, Radio Sawa (Arabic), Radio/TV Marti (Cuba), Worldnet TV, Radio Free Europe, Radio Free Asia]. Butwe've learned the power of a digital-video conference. WhenKen Pollack, the writer who had produced "The ThreateningStorm," a very reasoned and interesting discussion of prosand cons of confronting Iraq, we asked him to interrupthis book tour and put him into nine countries in Rosetta Stone Japanese Europewhere we needed that message, as Senator Biden points out.And it had a powerful effect. He's going back again intomany other countries. I think this year we've gainedgreater skills in public affairs. We no longer wait forpeople to produce our stories. We went into Afghanistan anddid an 18-minute documentary on the reconstruction ofAfghanistan. And my proudest moment was when that ran onPakistan TV on the 6:00 news. So one of the importantlessons of this year is that the television channels, which are more crowded every year, as well as the radiochannels, will be very thirsty for programming. Andthere's an art form to getting them to use programmingthat we can produce and make available. The products weproduce these days are very different from a few years ago.It requires good detective work. We have to find thestory, one that's not the story being written in theheadlines. Many of the headline stories sometime make youwonder if you've in a time warp, because they don't coverany of the things that our people know so well - which cansometimes explain the mystery about the gap between us andthe rest of the world. In addition to good detectivework, we have to have artful writers and photographers.And that's why those samples in front of you are animportant element. Our Office of International InformationPrograms (IIP) can produce a four-color booklet,translated in many languages, for example, "Iraq: From Fear to Freedom." It talks about the horror of Hussein's regime,but also our deep desire for a democratic and unifiedIraq. Believe me, there are places in the world wherethis viewpoint has never been seen or heard. So it'simportant to assume that you're often dealing with a greatdeal of lack of information. Our most recent program,"Iraqi Voices for Freedom," is a great prototype of howthe Policy Coordinating Committee, co-chaired by myself andthe National Security Council, works. IIP people didinterviews of the exiles, Department of Defense did someother kinds of interviews. The Near East bureau vetted thesubjects, so when we launched this program, we could offerthe press not only the booklet but also video interviewsthat the media can pick up and use as on their television channels. And many of the individuals themselves have agreedto do digital video conferences or interviews. It'sthis kind of total communication effort - going back in myadvertising day - that is the way to get the word out, incontext. We've just formed an Arabic-speaking team thatis headed to London next week. London is a gateway formany of the Arab and Muslim television and newspaper people. And we need to establish a constant presence andengagement there, including Rosetta Stone Portuguese training, teaching, andinterviewing. She started with a small office andtwo employees. When she first tried to register her businessin her own name, she was turned down. She attended abusiness training class and was the only woman toparticipate. And when she applied for a customs license,officials expressed surprise because no woman had ever askedfor one before. And yet with hard work and determination,she turned her small company into a $2 million enterprise.And this year, Huda Janahi was named one of the 50 mostpowerful businesswomen in the Arab world. (Applause.) Hudais an inspiring example for the Rosetta Stone Spanish Latin whole region. Freedom is also the basis for a democratic systemof government, which is the only fair and just ordering ofsociety and the only way to guarantee the God-given rightsof all people. Democracies do not take the same shape, theydevelop at different speeds and in different ways, and theyreflect the unique cultures and traditions of their people.There are skeptics about democracy in this part of theworld, I understand that. But as more people in the MiddleEast gain firsthand experience from freedom, many of thearguments against democracy are being discredited. Forexample, some say that democracy is a Western value thatAmerica seeks to impose on unwilling citizens. This is acondescending form of moral relativism. The truth is thatfreedom is a universal right -- the Almighty's gift to everyman, woman, and child on the face of Earth. And as we'veseen time and time again, when people are allowed to make achoice between freedom and the alternative, they choosefreedom. In Afghanistan, 8 million people defied theterrorist threats to vote for a democratic President. InIraq, 12 million people waved ink-stained fingers tocelebrate the first democratic election in decades. And in arecent survey of the Muslim Rosetta Stone American English world, there was overwhelmingsupport for one of the central tenets of democracy, freedomof speech: 99 percent in Lebanon, 94 percent here in Egypt,and 92 percent in Iran.

My original reasons for the name
I hadn't read that for a few years, but it probably stands as my best attempt, in Rosetta Stone latter years I tended to shorten it a bit. Even the editors of the HBR finally saw the point, having wanted (i) to reduce it too a familiar two by two matrix and (ii) give it an anglo-saxon name. I sense a little bit of NIH syndrome here, and possibly a implicit cultural filtering with a tendency to reducing rather than absorbing complexity.My original reasons for the name were as follows: Names are important, they impart power, anything of value deserves more than a phrase or acronym A name which requires a story to explain its meaning avoids confusion or association with existing concepts (the whole point of Harold's post after all so its ironic that Stephen didn't see it). There are many uses of Rosetta Stone Software complexity for example, so a name which includes that word will trigger associated meanings that are likely to obscure rather than clarify meaning. Using a language understood by less than three million people (at the time) will increase peoples attention, it will activate curiosity linked to novelty. How many successful brands are a phrase or an acronym? Thank you all very much for coming (Applause).Welcoming RemarksKurt Campbell [KC]: I8217;m Kurt Campbell, Vice President here at the Center for Strategic and International Studies, and on behalf of the Center, let me welcome you all to what we hope will be an excellent conference that is designed to look at U.S.- Korean relations, inter-Korean relations in the past, in the present, hopefully into the future. I think this is an excellent opportunity to take stock. We've tried to invite the people from both the Center and the Council on Foreign Relations, who have devoted their lives, a good measure of their professional and private lives to improving relations between all three parties, and we're looking forward today to having people address these issues as we go forward. Let me just say very quickly that we're very grateful to the Korea Foundation and particularly to the Korean Embassy for all their support and leadership on these Rosetta Stone Software important issues. We got up to a very good start last night, with Ambassador Gallucci, who really gave a very deep set of remarks concerning the future of American policy on the peninsula, and what it might mean for North Korea. If any North Korean friends were in the audience, I don't think they would have taken very much heart from what was described. We've had a series of meetings, and much like North and South Korea, we managed to come together around a common goal. We've worked with Alton and his excellent staff, and we're really very grateful to have him here. Let me just ask him to say a few words of welcome before we get immediately started on Panel 1.Alton Frye [AF]: Kurt, thank you very much. I also want to add a very warm welcome to people that have been working on an issue of great importance to all of us, even those of us not as attentive to it as the rest of you. I think one of the most important aspects of the collaboration, a happy collaboration, the Council enjoys with the CSIS community, with Kurt, and John Henry and the others, is the ability to speak openly and directly about these large issues in international affairs, that affect all of us, without regard to party or position. One of the enduring challenges in the public policy sector is to keep focus on the major issues, the major challenges that demand attention but don't always get attention. I think especially when we find ourselves preoccupied with such a consuming problem as terrorism. A very important question slipped to the periphery. Officials like presidents and prime ministers have 365 degree responsibilities. And it's extremely difficult to keep focused even on other important problems. So I think both the Council and the Center share an important goal of helping keep focus on the long standing, profound and chronic challenges Rosetta Stone Greek that it bear on security in the Korean Peninsula. At the Council, we've been doing that for the last several years, in the continuing task force on Korea, Co-Chaired by Ambassador Jim Laney and Ambassador Morton Abramowitz.

In English we only have the, but in German there is: der,die, das, dem, den, and des; which are called definite Articles . There are also that many variations on the word "A", which is called an Indefinite Article . English actually has two indefinite articles: A and An. We all know the rule that any word that starts with a vowel and has an "a" in front of it must be spelled "an". German also has rules like this for its Definite and Indefinite Articles (ie. Adjective Endings ).The variations of the word "the" and "a" in German are done to represent different cases in the sentence. What are "cases"? Case is just a fancy word that means "a different form of a word is used depending on the word's function in the sentence." I'll come back to Cases in a second, but I need to say something quick about Gender.I'm going to present you with some information in a backwards kind of way, so stick with me. From now on if anything gets confusing: STOP reading and come back here and reread.Okay, for example the words in German: derein Mann, dieeine Frau, dasein Korean Learning Software Haus. We suspect that there may be over 100 al-Qa'ida trained extremists in Europe. - We have noinformation suggesting the Basque Fatherland and Liberty(ETA) terrorist group was involved in the attack, but wecontinue to explore the possibility. Returning to thethreat assessment, the al-Qa'ida leadership structure wecharted after September 11 is seriously damaged, but thegroup remains as committed as ever to attacking the UShomeland. As we continue the battle against al-Qa'ida, wemust overcome a global movement infected by al-Qa'ida'sradical agenda. In this battle we are moving forward in ourknowledge of the enemy's plans, capabilities, andintentions. What better place tohost the first conference of this series than thisUniversity founded by one of our Nation's founding fathersand greatest leaders -- our first Secretary of State andthird President, Thomas Jefferson. You heard a little bitfrom [Thomas Jefferson] tonight, but I am going to give youa little more. He well understood the indispensable role ofthe people -- and of educated people -- in the developmentand safe keeping of a just society. It's up to you." I'm reading a great book rightnow. I highly recommend it. It's called1776 by DavidMcCullough. I don't know if any of you have heard of it.It's about the birth of America's independence. It has awonderful line about the collection of diverse, and oftenquite colorful citizens who made up our initial army which,if any of you are familiar with the initial American army,was kind of a rag tag bunchxC2, -- no uniforms, not muchdiscipline -- all kinds of diverse citizens. But there is a great line in the book about them and it says "as worthypeople as ever marched out of step." I love that because somehow we aremarching together even as we are frequently out of step witheach other. National bargaining, tripartism back on agendaUnionmembers in New Zealand Rosetta Stone universities will begin to gear upfor this years salary round with a series of meetingsstarting next week to look at bargaining and on-goingtripartite meetings with the Government andvice-chancellors. Ballots will be conducted later this monthto determine whether to initiate bargaining for nationalmulti-employer collective agreements for academic andgeneral staff.Association of University Staff GeneralSecretary, Helen Kelly, said that the AUS Annual Conferenceand Council were recommending that union members again votein support of national bargaining, with the currentsite-based agreements in the seven universities due toexpire on 31 May. Although union members have previouslyvoted on this issue, the technical provisions of theEmployment Relations Act require that a ballot be held againthis year, she said. If the recommendation fornational bargaining is endorsed, bargaining will beinitiated in early April and bargaining is expected to beginby May. Ms Kelly said that last years salaryincreases of between 4 and 7.5 percent throughout the sectorwere made possible by a contribution of $26 million from theGovernment directly attributable to the Tripartite Forumresulting from the national bargaining framework. Thetripartite process has allowed the unions to workconstructively with the Government and vice-chancellors toaddress workplace issues within the universities, includingfunding and salaries, and last years results show that itwas positive for university staff, she said. Continuing participation will allow us to build on lastyears good results and, while funding and salaries willremain a priority, tripartism may allow other issues to beaddressed. These could include workforce development,including building skills and career opportunities,governance and ensuring that universities are working in thenational interest. Ms Kelly said that the tripartiteprocess is the most significant engagement that staff andunions have had in the direction of the New Zealanduniversity sector and that it is important to keep themomentum going. Today the arrest of the two remainingfugitives is the highest priority of the Office, he said,referring to Ratko Mladic and Goran Hadx17E,icrs.He saidthat, in order to succeed in completing the trial andappeals programme, there would be heavy reliance oncooperation from the States of the former Yugoslavia and thesupport of the international community. Cooperation remainedcritical in the areas of access to archives, access to andprotection of witnesses, and the arrest and transfer of theremaining fugitives.Speaking to reporters later, he notedthat there are currently seven ongoing trials in relation to27 accused. Five trials still have to start next year, whichmeans that the completion strategy deadlines will not be metand the Tribunal will have trial activities ongoing in 2009and 2010.Patrick Robinson, President of the ICTY, whichis based in The Hague, told the Council that theinternational community should focus its efforts on securingthe immediate arrest of the remaining fugitives as a matterof urgency.He added that there was cause for deep concernthat, as its work drew towards its final stages, theTribunal should remain sufficiently resourced to dischargeits mandate. He appealed to the Council and theinternational community to give the Tribunal the support itneeds to enable it to discharge its historicrole. In response to this request, the Security Counciltoday authorized the Secretary-General to appoint, as atemporary measure and within existing resources, additionalad litem, or temporary, judges to the Tribunal, in order tocomplete existing trials or conduct additional ones.TheInternational Criminal Tribunal for Rwanda (ICTR), which isaiming to finish first-instance trials by the end of 2009,is also working to address staffing needs and furtherdevelop tools for expediting proceedings, while fullyrespecting the right of the accused to a fair trial, saidits President. We want to achieve our goals, and theworkload ahead makes it clear thatbusiness as usualis not an option, Dennis Byron told the Council.TheProsecutor of the ICTR, which is based in Arusha, Tanzania,added that the cases of all detainees were being prepared toensure that their trials proceeded in 2009, in accordancewith the trial schedule.The next six months would be aperiod of intense trial activity, Hassan B. Jallow said. We are all committed to concluding the trials of thedetainees currently at hand and to making referral a successto enable us deal with the cases of some detainees, as wellas the fugitives. Out of the close to 100 indictmentsthat have been issued, the ICTR has finished the cases of 37accused. It is still looking for 13 fugitives who are atlarge, and has 10 indictees currently in detention awaitingtrial. The Tribunal plans to start those trials in January2009 and finish them by September.A challenge for thecourt has been the transfer of cases to nationaljurisdictions, the Prosecutor noted. We havent hadmany takers for our cases, he said, adding that Rwandahas been the courts main focus for the transferral ofcases. But there also weve had some setback in thatthe judges so far have declined to refer any case to Rwandabecause of fears that the Rosetta Stone Latin America Spanish defence may not be able to operateeffectively given the possible reluctance of defencewitnesses to travel to Rwanda to testify. And also out ofconcerns for the possible safety of defence witnesses inRwanda. As a result, no transfers have taken place sofar to Rwanda, but the Office of the Prosecutor and theRwandan authorities have agreed to work together to makesure that we can help them put in place the measureswhich would satisfy the judges, which would overcome some ofthese constraints. He stressed the importance of makingprogress in this area because it will ease the workload onthe Tribunal and enable it to finish the trial phase of itswork by the end of next year.Mr. Brammertz voiced similarexpectations regarding the work of his institution. Westrongly believe that the ultimate success of the ICTY as atribunal will depend on our ability to transfer remainingcase files to the region, and [are] hoping that the regionwill have the political support and also the logistical andoperational support to conduct their owninvestigations.
